The committee hearings on June 16 dealt with the state and perspectives of the migration policy of Ukraine. The participants of the hearings stressed that Ukraine lacks effective state migration management; legislative definition of state migration policy; strategic goals, tasks, and standards concerning human rights. It negatively influences counteraction to illegal migration and demographic crisis as the phenomena threatening the national security of Ukraine.
The committee recommends the Verkhovna Rada to adopt the bill on identification documents and documents certifying citizenship of Ukraine (Reg. No. 8507) in the second reading.
The committee recommends the Cabinet of Ministers to ensure cooperation between the State Migration Service, the Ministry of Internal Affairs, the Ministry of Social Policy, the Ministry of Public Health, and the State Border Service on migration registration and control over the foreigners and stateless persons in Ukraine.
The committee recommends the government to draft legislative acts and ratify normative-legal acts on migration policy to solve the issues of labour migration and legalize labour migrants staying in Ukraine.
It is recommended that the Ministry of Foreign Affairs jointly with the Ministry of Internal Affairs, the State Migration Service, and the State Border Service develop and bring forward the draft resolution of the Cabinet of Ministers "On the Automated Registration of Ukrainian Migrants Abroad."
The participants of the hearings recommend the Ministry of Public Health to develop and implement the national healthcare programs to ensure equal access of migrants regardless of their status to the medical services in Ukraine.
It is recommended that the Ministry of Internal Affairs and the State Migration Service design and bring forward samples and specifications of identification documents and citizenship- certifying documents using electronic media of biometric data; take immediate action to create an automated system of migrants´ registration with the use of biometric data and to ensure registration/deregistration of individuals, conduct of respective registers, and transition to the automated conduct of these registers.
It is recommended that the Ministry of Internal Affairs and the State Migration Service urgently create central, regional, and local personal databases and other bases required to fulfill the set tasks.
The committee recommends the Ministry of Social Policy to draft and bring forward the order of issue, prolongation, and cancellation of alien´s labour permits and labour permits with the use of biometric data.
